(1) Submission of materials: Before purchasing vehicles, applicants should submit the following original documents to Chongqing High-Level Talent One-Stop Service Platform: valid passport, a "proof of studying abroad" issued by a Chinese embassy and consulate, a certificate of residence issued by the public security department, diploma (visiting scholars should provide other documents required by the filing customs), and a certificate of employment.

(2) Pre-check: Chongqing High-Level Talent One-Stop Service Platform will conduct the pre-check. Qualified applications will be reported to Chongqing Municipal Customs.

(3) Customs declaration: After the acceptance, the customs will complete the formalities within the time limit. After the purchase of vehicle with relevant documents issued by Chongqing Customs, applicants should take the invoice to Chongqing Customs to obtain a purchase certificate, and then go to the state tax office for handling purchase tax relief procedures.

(4) State tax declaration: Applicants should submit the following original documents to Chongqing High-Level Talent One-Stop Service Platform: a "proof of studying abroad" issued by a Chinese embassy and consulate, a certificate of residence issued by the public security department or a personal valid passport, and the purchase certificate issued by the customs.

(5) Handling: Chongqing High-Level Talent One-Stop Service Platform will arrange the vehicle purchase tax relief procedures with district and county level (autonomous county) state tax office (urban cases will be handled in the vehicle purchase tax collection and management branch). Cases accepted will be completed within 7 working days. (Format)

(6) Comment: Applicants make comments on the service.
